The Start of CSC

CSC Management & Development, S.A. (CSC) was originally formed by David L. Phipps after more than 25 years of working successfully for large multi-billion dollar global companies. The nature of large corporate engineering and construction structures prevented the level of entrepreneurship required to truly create a new value enhancing market for the engineering and construction industry while also operating successfully in a foreign environment. The experience gained in senior management positions in all regions of the world and the insight into local environments combined with well disciplined principles of management led to recognizing it was possible to be a very competitive force in the foreign markets while successfully adding value to “stake holders”.

Based on experience and involvement in the housing market in Europe, Asia, North America, and Latin America sufficient knowledge was gained to determine there was a new market in the engineering and construction industry. The market was home ownership for the Latin America housing middle income sector. The service to be provided was a truly integrated service offering from finance, development, planning, design, construction, and management.

The traditional large multi national corporations hard difficulty undestanding the risk associated with Latin America. The traditional small companies did not have the resources or the “systems” discipline for looking at “large programs” as opposed to one-off projects. The founder of CSC combined the best of the large corporate systems approach, risk assessment and large scale approach with small companies typically involved with middle income housing entrepreneur understanding to identify the market need.

The low income market sector is generally responded to by governments, the high income residential market take care of themselves but the middle income sector was left without assistance. The middle income sector in most countries outside of the U.S. and Europe must struggle to develop credit worthiness, savings, and obtain a reasonable and fair mortgage (if and when they are available). While the middle income sector strongly drives the economy, many with very good, steady, long term jobs but as in most of the developing world lack the savings to buy a home or the credit history to obtain a mortgage.

Through a close alliance with a European and Asian group, CSC has been able to identify the financial resources necessary to make the possibility of home ownership for the middle income sector a reality through an innovative for this program Lease – to – Own program. The first market was Latin America where the middle income sector is in the most need.

The name CSC, Construction Services Corporation, is also abbreviation for the three daughters of the founder – Carolina, Stephanie and Christina. The name CSC also serves as a reminder that family is one of the most important treasures of life that continues to motivate us to follow-through, maintain integrity ,and to improve the quality of our lives. These characteristcs are the same that help to motivate CSC.
